I don't know about surgery, it would probably just end up leaving more scars than it's worth... but using cocoa butter can help, and there are medicated products you can use to reduce the appearance of stretch marks.
For future, though, if you do get pregnant again use moisturizers constantly on your belly. This will prevent new stretch marks from forming-- maybe not entirely, but it will help a LOT.
